南方澳青少年低頭認真包肉粽近千顆，捐助關懷社區弱勢。 圖／宜蘭家扶中心提供 分享 facebook 宜蘭家扶中心成立南哪裡買網路購物方澳社區據點提供兒少課後照顧，同時也有青少年自動打理環境清潔。快到端午節，孩子們發起募款包肉粽助弱勢，感動社區店家熱情捐助1萬3團購千元，昨天包了近千顆粽子親送弱勢，以行動表達對社區的關懷。宜蘭家扶中心南方澳社區據點選購指南2018流行產品成立2年多，每周三到周六開放提供兒少課後照顧、兒少培力與社區事務參與，另有年紀比較大的青少年參與經營管理，因此成立「小當家志工隊」，幫忙投入據點值班、書屋整理、桌遊研究等。. } }); } 包粽活動以這群小當家為主體，結合社區資源。孩子們透過網路粉絲社團，向南方澳社區民眾們說明包粽的目的，經由輾轉分享，不到兩周，多家在地店家紛紛響應，共獲得1萬3000元贊助費用，還有店家供應豬肉餡，熱情相挺。小當家們昨天包粽子，來自社區內的婆婆媽媽從旁協助，讓初次包粽的孩子更能上手，有位小當家帶著媽媽和姊姊全家出動，家長也支持孩子從事有意義的活動。近中午本周活動折扣包了近千顆粽子，下午由據點社工帶領孩子分送附近里長、里內新住民、獨居老人等弱勢，也分送給南方澳漁工工會，讓外籍移工體會台灣在地美食文化的味道。
解決「缺地」問題 經部清出5百公頃
【台灣醒報記者蔡岳宏台北報導】經濟部規劃產業園區5百多公頃，力求解決產業「缺地」問題！經濟部3日舉辦「開發在地型產業園區計畫前瞻論壇」，邀集17縣市政府、企業和學者商討工業用地不足的難題。中華民國工業區廠商聯合總會理事長秦嘉鴻致詞時表示，工業土地需求至民國125年將達3,311公頃，尤以北部空間最為不足，呼籲政府優先滿足北部用地，並檢討提升工業區容積率的獎勵制度。
為解決近年產業投資需求五缺之一「缺地」問題，經濟部3日舉辦「開發在地型產業園區計畫前瞻論壇」，以啦啦隊LED 活力呼拉圈表演象徵中央、地方與企業齊心解決缺地問題的決心，包括澎湖縣、屏東縣、高雄市、新北市等各縣市官員都出席。經濟部長沈榮津表示，透過前瞻基礎建設計畫，補助地方工業區公共設施升級146公頃，及設置在地產業園區396 公頃，已活化近5百多公頃土地。
「土地為經濟發展的根本，有土地才能進行投資。」沈榮津指出，由於產業園區報編不易且儲備用地漸失，特已補助7縣市共13處園區進行開發，以只租不賣、輔導未登記工廠進駐等方針，落實地方發展。此外，工業局也編列89億預算，對於閒置園區進行道路拓寬、汙水處理、環保智能、鼓勵運用再生材料的措施，改善公共設施、加強土地利用，吸引廠商回流。
內政部次長花敬群透露，新任內政部長徐國勇上任之初即交代，內政部要全力拚經濟，前行政院長林全、與現任行政院長賴清德也指示，「為配合產業發展，土地利用要適時鬆綁。」內政部會以城鄉發展的角度，鼓勵縣市政府設置城鄉發展區，方便未來轉換為產業用地。花敬群強調，為防止土地開發浮濫，未來會在國土計畫的大架構下，一併規劃工業區周遭宿舍等公共設施，以有計畫、次序的方式推動。
「產業園地僅占全國土地面積1.35%，4萬8千多公頃的面積貢獻產值達4兆，佔全國GDP達29.67%， 顯示工業對於經濟有高度貢獻。」但秦嘉鴻向政府官員喊話，109年產業發展總需求面積增加為2,221公頃，民國125年將達3,311公頃，「近3年就要增加1800公頃，但北部除桃園航空城，目前規畫只有80公頃。」秦嘉鴻建議，政府應優先增加北部產業用地。
經濟部日前準備將目前工業區容積率，從現行210%，提高到最高360%，並以「新增投資」與「能源管理」兩類方案核定容積獎勵，也開放以捐贈產業空間或繳納回饋金方式取得容積額度。對此，秦嘉鴻建議，獎勵規範仍需重新規劃，否則效果將大打折扣。
